Ck2 cant download mods

Mods for Stellaris appear to download and install just fine. I do not know when it stopped working but I noticed it a week ago. I already reached out to Steam Support for help but they could not locate the root cause of the issue. It is possible that this started when I updated Windows 10 with the August patches. The base CK2 game downloads fine.

The mod name appears in the "mods" section during CK2 startup but is not selectable. No 'Mod' folder is ever created in.. Nothing has worked.
