Whenever you download the new patch, the game copies all your current files into a temporary area incase the install goes bad. Once it's installed correctly, it wipes the backup. But that extra space is needed there in case of corruption issues, dumb I know, but c'est la vie.
This applies to every game on the PS4 - it NEEDS to make copies of everything in order to download and install in case something bad is introduced in the update, it corrupts - or whatever else - and quite to the contrary of what you said, this system actually makes it so you don't have to to redownload everything.
But to reiterate - you are not downloading your 40 gigs every time, that's just plain absurd. Have you ever wondered what the dreaded "Preparing to Download" was?
That's the time it takes for the game to make a backup - hence why its often 3x longer than the actual download itself. Actually, i've been bugged about that for longer than i'd like to admit.
I kept having the thought 'well what're you preparing for, just go ahead and download'. Now that i think about it, the older updates usualy only took a few hours too. Then again, i only had like 4 games or so. Sony patches Warframe and a few other games weird. How their patcher works is it checks your file against the new file. However it needs open space equal to the new game on top of what you have. So if Warframe is 20gb you need a little more than 20gb free.
